Com o apoio do presidente da Câmara, Rodrigo Maia, proposta relatada pelo deputado Luiz Carlos Hauly será apreciada por nova comissão especial a partir desta semana.
Agora vai. Depois de ficar travada por nove meses, a proposta de reforma tributária relatada pelo deputado federal Luiz Carlos Hauly (PSDB-PR) voltará a ser apreciada em comissão especial da Câmara a partir de terça-feira (05/06) e, segundo o parlamentar, deverá ser votada em 30 dias.
Em entrevista, o relator explicou que a votação da matéria tem o apoio do presidente da Câmara, Rodrigo Maia (DEM-RJ), que determinou a criação da nova comissão por orientação da consultoria da Casa.
“O presidente Michel Temer apoia o projeto, mas a matéria não irá à sanção presidencial porque é uma proposta de emenda constitucional (PEC), que é prerrogativa do Congresso”, explicou. “Também contamos com o apoio dos senadores”.
Pela proposta, não há previsão de mudança na carga tributária atual, com a manutenção durante um período de 15 anos dos atuais percentuais da arrecadação nacional relativos a municípios, estados e União.
“[Vamos] fazer a discussão de qual sistema tributário nós queremos, quem tributar mais e quem tributar menos”, assinalou Maia.
Formação de preços
Na avaliação de Hauly, se já estivesse sido implantada, a reforma tributária teria evitado a greve dos caminhoneiros por conta do aumento do preço do óleo diesel atrelado à variação do dólar, de acordo com política adotada pela Petrobras.
“As novas regras resolvem não só o problema dos combustíveis, mas todos os problemas de formação de preços que existem no País”, afirmou, bastante entusiasmado com a proposta. “Levará um ano para ser implantada e, depois, no segundo ano, teremos um crescimento de 7% ao ano”, comentou.
Isenção dos combustíveis
A principal medida é a substituição de 9 tributos por 1, o Imposto Sobre Operações de Bens e Serviços (IBS). Se for aprovado como apresentado, o IBS substituiria os seguintes tributos: ICMS, ISS, IPI, PIS, Cofins, Cide, Pasep, IOF e Salário-educação.
Atualmente esses impostos incidem sobre cerca de 500 mil itens, em 96 setores da economia. O texto prevê que 7 setores serão isentos do IBS, porque já são muito tributados hoje. São eles: energia elétrica; combustíveis; telecomunicações; cigarros; bebidas; veículos; pneus e autopeças.
Simplificação eletrônica
Uma das grandes novidades da reforma tributária será a simplificação eletrônica da cobrança de tributos. De acordo com a proposta, na hora da aquisição de bens e serviços, o valor dos tributos será automaticamente repassado aos governos com a respectiva proporção destinada a municípios, estados e União.
De acordo com Hauly, o dinheiro do tributo será distribuído via bancos aos entes federados na hora da transação por meio eletrônico, sem a cara burocracia fazendária montada pelo Estado brasileiro para recolher tributos.
O modelo inspira-se em experiências praticadas no exterior e no Supersimples, sistema tributário reduzido e desburocratizado das micro e pequenas empresas que reúne na mesma guia de recolhimento seis tributos federais, o ICMS (dos Estados) e o ISS (dos municípios).
Trilhões
Segundo o parlamentar, essa estrutura será usada para enfrentar um estoque de problemas dívidas tributárias trilhionárias no período de 10 a 15 anos.
Pequenos negócios
As micro e pequenas empresas e os empreendedores individuais (MEIs) continuarão a dispor de benefícios tributários reunidos no Supersimples.
Tributos mantidos
De acordo com o texto de Hauly, serão mantidos os seguintes tributos: IR (Imposto de Renda), IPTU (Imposto Predial e Territorial Urbano), IPVA (Imposto sobre a Propriedade de Veículos Automotores), ITR (Imposto Sobre a Propriedade Territorial Rural), ITBI (Imposto de Transmissão de Bens Imóveis), ITCMD (Transmissão de Causa Mortis e Doação), Contribuição da Previdência Social, II (Impostos de Importação) e IE (Imposto de Exportação).
